The area gets excavated below the finished grade, and a base layer gets compacted in stages until it's solid enough to carry the pavers without shifting underneath them. A leveled sand bed goes on top, then pavers, brick or flagstone are set into it piece by piece in the chosen pattern — herringbone, grid or a more irregular flagstone layout — with edge restraint installed along the perimeter to lock the whole field in place. Joint sand gets swept in last to lock the pieces together and keep the surface from working loose.
